Instructions
- Preheat oven to 350°F (175°C) and grease two 9-inch round cake pans.
- In a bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add eggs, milk, oil, and vanilla to dry ingredients; mix until smooth.
- Stir in boiling water until well combined (the batter will be thin).
- Gently fold in mint chocolate chips.
- Divide batter between prepared pans and bake for 30-35 minutes or until a toothpick comes out clean.
- Cool completely on a rack before frosting with whipped cream and decorating with M&M's.
